India’s Most Wanted Hafiz Saeed Living Freely in Lahore Under Tight Pakistani Security: India Today Investigation
  • PublishedApril 30, 2025

India Today has uncovered exclusive satellite images and video footage revealing that Hafiz Saeed, India’s most wanted terrorist and mastermind of the 26/11 Mumbai attacks, is living comfortably in Lahore under high-level security provided by the Pakistani government.

Saeed, also believed to be behind the April 22 Pahalgam terror attack that killed 26 tourists, resides in a densely populated area of Lahore. Contrary to Pakistan’s claims that Saeed is serving a sentence for terror financing, visuals accessed by India Today show a well-guarded residential complex featuring his home, an adjoining mosque and madrasa, and even a private park with personalized facilities.

India Today’s ground investigation confirms Saeed’s security detail is directly managed by Pakistani authorities, including the ISI, which reportedly reviewed his protection following the assassination of his aide Abu Qatal. His residence is now being converted into a sub-jail to maintain the façade of imprisonment.

Sources in the National Investigation Agency (NIA) have linked the Pahalgam attack to Lashkar-e-Taiba’s offshoot, The Resistance Front (TRF), and revealed that LeT commander Farooq Ahmad—operating from Pakistan-occupied Kashmir—used sleeper cells to execute the plan.

The expose highlights the duplicity of Pakistan’s anti-terror commitments and raises fresh concerns over cross-border terror networks. With concrete intelligence confirming Saeed’s movements, Indian agencies continue to press for international accountability.

India Today’s report reignites calls for global scrutiny into Pakistan’s role in sheltering UN-designated terrorists.
