The Government of Punjab today announced a significant foreign investment commitment from Japanese company Toppan Speciality Films Private Limited (TSF), which has signed a Memorandum of Agreement (MoA) to invest ₹400 crore in the state. The agreement was formalized during Chief Minister Bhagwant Mann’s ongoing tour of Japan, aimed at strengthening global partnerships and boosting industrial growth in Punjab.
Under the MoA, TSF and Invest Punjab will collaborate to establish a Skilling Excellence Centre, a major initiative that will focus on enhancing the capabilities of skilled and semi-skilled workers across the state. The centre will deliver training aligned with global technical standards, ensuring Punjab’s workforce is equipped for advanced manufacturing and emerging industrial needs.
Chief Minister Mann welcomed the investment, stating that the partnership would “open new horizons for technical education, skill development, and job creation in Punjab.” He added that the Skilling Excellence Centre would play a key role in preparing youth for high-end, technology-driven roles.
The collaboration will also facilitate apprenticeship opportunities, opening doors for employment in TSF as well as other major industrial units across Punjab and India. In addition, the MoA envisions strong academic collaboration through joint training program development and delivery in partnership with local polytechnic and technical institutes.
This investment marks a substantial step forward in Punjab’s commitment to attracting global investors and fostering a robust, future-ready workforce.
