Panjab University Asks Haryana Students, Citizens to Submit Documentary Proof for Representation Claims

The ongoing dispute between Punjab and Haryana over Panjab University intensified this week after the university administration asked Haryana students and citizens to submit documentary evidence supporting their claim for representation in the institution and its governing bodies.

In a notification issued by the Dean Student Welfare (DSW) office, Panjab University stated:
“The students and citizens of Haryana making representations must provide supporting documents related to their demands. The next meeting of the committee will be convened after receiving the documentary proof in support of their representation.”

The directive comes after a committee—constituted by the Vice Chancellor—met on November 17 to examine Haryana’s appeal for the restoration of its historical, legal and constitutional representation in Panjab University. The appeal also included demands for implementing the UGC-mandated Reservation Policy in the Senate, Syndicate and other statutory bodies of the university.

Protests Spark Renewed Debate

The latest friction between Punjab and Haryana over Panjab University began following the November 10 protest on the campus. Several Punjab-based student unions, political leaders and social activists participated, raising the long-standing and sensitive issue of Panjab University and Chandigarh “belonging” to Punjab.

Haryana’s demand for representation resurfaced shortly after, with groups arguing that the state has a historical stake in the university structure, which predates the 1966 reorganisation of Punjab. Punjab-based groups, however, have opposed any changes, insisting that Panjab University is intrinsically tied to Punjab’s identity and legacy.

University Seeks Clarity Before Moving Ahead

University officials say that the committee will reconvene only after receiving concrete evidence from Haryana’s representatives. This includes documents that demonstrate the state’s earlier role, entitlement or legal basis for representation in Panjab University’s governing bodies.

The administration has not specified a deadline for submissions but indicated that further decisions will depend on the strength and validity of the material received.

A Complex Historical Dispute Continues

The renewed confrontation underscores the complicated history between Punjab and Haryana over Panjab University and Chandigarh—an issue that has flared up periodically over decades. As the university reviews Haryana’s claims, both states are watching the developments closely, with student groups and political leaders preparing for another round of debate in the coming weeks.
