The ATMs will not be refilled with cash after 9 pm in the cities and after 6 pm in the rural areas. This rule will be applicated from 2019, according to the new rules issued by Home Ministry. In the Nazal-hit areas, deadline will not be put into the ATMs after 4 pm and the private agencies will have to collect the money from the banks during the first half of the day, and the currency will be transported in armoured vehicle only. The Home Ministry in a notification said that the new Standard Operation Procedures will be applied from 8th February 2019. This has been done keeping in mind the squirt of the attacks on the cash vans, cash vaults, ATM frauds and other varied frauds which lead to insecurity. According to the notificatipn, "No cash loading of the ATMs or cash transportation activities shall be done after 9 pm in urban areas, after 6 pm in rural areas and before 9 am or after 4 pm in the districts notified by the central government as Left Wing Extremism affected areas." The agencies will take care of the security of the cash being transported with sufficient staff. Each cash van should have a driver, 2 armed security men and 2 ATM officers. One of the guards should be seated in the front along with the driver and the other in the rear seat during the transit. During the times of natures call, loading and unloading, or any kind of break, at least one security men should be present with the cash at all times. The ex-servicemen should be appointed for providing security for the transportation of cash. Only secured cash vans will be carrying the cash and these vans should be well fitted with GPS tracking device. Not more than Rs 5 crore should be carried in one van during one trip. A person who has gone through antecedent check like police, Aadhaar and residence verifications, can be appointed for the transportation of the cash. The boxes of cash would be secured with different chains and locks which would be opened by using different keys with different officers. There will be a CCTV system in the van which would provide the recording facility for 5 days. Three cameras would be installed in the front, rear and inside of the cabin. The van would be well equipped with the hooter, fire extinguisher and ememrgency lights for ensuring immeidate action in case of any attack. All the cash related activities will be done in a secured room and according to the afore-mentioned guidelines.
